- he or she must have a valid passport
- he or she must not be married
- he or she must be over 18 but no older than 25 years of age
- he or she must speak fluent English
- hhe or she must have finished high school
- he or she must not constitute a risk to public order
- he or she must undergo an examination for tuberculosis in the Netherlands
- he or she must undergo an medical exam in the Philippines
- he or she must not have previously stayed in the Netherlands on a residence permit
- he or she must sign a declaration of awareness
- he or she has no children
